just notice this small bug, it won't affect the overall operation
though.

when i set the serverFlag to 2: nobody can register but can create
channel, there are differences when user login using:

1. "Assign by system/server" (normally the name is Guest1, Guest2..)

2. "fill up the nick name urself"

in case 1. when user log in, right click mouse or click "self" in the
menu, the "register with server" option is disable, which is quite
nice since this is the intension of the server admin.

but in case 2. when user takes the same step, this "register with
server" option is still available, but when user click on that option.
error msg "you are not allowed to register wit this server" coming
up.

of course this is functionally correct, but just not that nice since
this "register with the sever " option is available but can not be
used.

hope this will be fixed in next version.
