Constant lag of voices...
I currently live at a dorm at my college and I play on World of Warcraft in my spare time. I'm in a raid guild they heavily is dependent upon Teamspeak 2. Everytime I get on Teamspeak, everyone in the server constantly lags and I can't barely hear anything anyone says. I really don't why that is, if its a bandwidth problem or what. I tried to change the settings but nothing has worked. I really don't know what it is, but help is greatly appreciated.

Is the lag only present in your dorm room internet connection? Where is the server hosted, through a server provider or someone's home PC?
If the problem is only in your dorm room, set your direct sound buffer drive to lower latency and see if that helps.
