Can't connect to TS2

Okay I recently downloaded TS onto windows. At first when I tried to connect using an IP address I would get this error message, "Cannot connect to server. Maybe the server is offline or maybe the server is not running teamspeak." That's not the exact message, but that's what it said. Also, when I tried to search for the server using the filter, it would say this, "Getting list from the web." and then, "Error getting list." Okay after that I finally got it to connect, I didn't do anything special, I just kept trying to log in and eventually it fixed itself or something. So after I got it to log in I rebooted my computer and tried to login again. Now everytime I try to connect using an IP address I get this message "Got a bad response from the server." and the error message when I try to search is there again. I know for a fact this certain IP address works because my clan has their own server and everyone else runs it just fine. Someone please give me some assistance on this.

you can't connect outbound? That's a fairly strange occurance.

Only two things come to mind.

First, if you're running a highly secure firewall program it might need to "recognize" or "allow" programs outbound permissions. Check your firewall software(s) to make sure they're allowing outbound UDP traffic on port 8767, and/or that they allow TeamSpeak.exe permission to connect to the Internet.

Secondly, if you're on a college campus, some universities have taken to blocking "popular" ports to curb Internet useage. There's not much you can do if that's happening to you, short of finding a server that's not running on port 8767.
