Having Troubles applying the server banner!

i am have troubles applying my banner to the server i have added that ip.gfx etc thing to my server ini and i try rebooting my computer and still the banner does not appear on my server my ser ini reads:

okay i checked out the example server ini in the faq page and i configured every thing like that one and still no resolutions this is how my new server ini tell me where i went wrong plz.

Maybe you forgot these two parts:
Banner:

You need the TeamSpeak 2 server version 2.0.20.1 or later.

The maximal image height is 150 pixels. (Please note that the TeamSpeak 2 client will automatically resize the banner to a height of 80 pixels.)
