Aww. I got another post around here with what is going on. If I can find it I will copy it, I do not want to type it again.
Edit: found it.
Start>Control Panel>Sounds and Audio Controls>Advanced>Options>Propertes>Recording(Make sure all boxes are ticked)>OK>Tick the One for microphone.
You most likely have sound out or "What you hear" option as the recording device. I use it sometimes as a way to stream music across TS.
EDIT AGAIN:
Since I use this thread a lot for audio, and some in vista. Going to add how to access from vista.
For mic control:
Start>Control Panel>Sounds>Recording>Right click>show disabled devices>double click or right click properties on the microphone>Level controls the volume that other people can hear you>Custom is for mic boost, used if level control can not get your voice high enough for others to hear you.
For playing music:
Start>Control Panel>Sounds>Recording>Right click>show disabled devices>Chose the "what you hear" or stereo mix, whatever it is called on your machine.Last edited by BHKai; 12-03-2008 at 16:43.

Try updating your drivers.
Vista or XP?

It is not my fault your are an idiot.
If your mic picks up what your speaker plays and plays that through your speakers and the loop continues. It will make that high pitched sound. Use quality headset and you would not have such a problem.
You can not say that what I posted is not the solution. That problem is only caused by you having the wrong settings where the mic is played through the speakers.

Why wave?
Mute the mic in playback and make sure that the mic is the only thing selected in the recording panel. Your audio card might have it's own sound control panel.
