Can't login as admin on server win98SE

I have a old win98se system running 24/7 where I am trying to set up a server.
At first I made a server install on a XP system without problems, just to get the nack of it.
Then I tried to do the same on the win98se system. The installation run fine.
But when I tries to login as superadmin always ends up at the admin login screen.
And when I tries to login as admin I just get a new admin login screen without any message.
If I give the wrong password I get an error message so it is not a password problem.
I can login as admin from an other system without problem thou.
The system is running ICS.
Kerio FW 2.1.5. ( have open all ports I can think of…..;-) )
Running a MS Personal web server.
No sound card.
1 Ghz CPU.
64 MB Ram

Any suggestions ?

My problem was that I, by using Tools Menu in Firefox, had changed localhost cookie from "block" to "allow". But this was ignored by Firefox( reverted back to block when I closed Tools Menu). What I had to do was to remove the block and wait for Firefox to ask me again if I wanted to allow localhost.
