If right now you are running your server from your home computer there is no way to keep the server going when you have shut it off.
Now you web hosting who are you with.
%99 of web hosters use a shared IP, this means the server will not run.
However some hosts do allow you to buy a dedciated IP so things like Teamspeak will run.
But also keep in mind webhosters who do this generaly have 200+ people on the server and they can shutdown or crash do to heavy server load.
Way back when I used to be on blue host and i have this problem of their server kept crapping out and my TS would die.
If you like I can give you a Team Speak server on my Server, Its a True Dedicated Sever in a datacenter. I can't give you the Super admin but I can give you a TS server for your self/clan just PM me.
