Fixed Picture Size

I set a picture inside TS and it works ok, but if i start to resize the window ...picture resize with it.
So it looks realy bad.

I want a picture that stays @ original size. It can be cut if windows is to small. no Problem with it.
Or is it possible to set a verctor based picture?

I think png works if I remember correctly.
