Simulate VHF mobile

I have a set up that resembles the IMM VHF radio set. I would like to be able to broadcast to ALL Channels. Secondly, I would like to work one channel whilst listening to another e.g working 8 and listening on 16. Any means of achieving this please.

Use whisper to talk to other channels.

And using two clients might help with the listening to multiple.
