Connection Refused

I have been struggling to add one of these server trackers but they dont seem to like my network.
The problem is that when i scan my port it says connection refused, but people can actually connect and come into my server.
Since it is a clan server i would love to have this game tracker stuff on the homepage.
Here some gen info:
Server ip:
IP: 85.166.96.5 (non static)
IP2: Tx-clan.no-ip.biz (Auto DNS update)
UDP Port: 1337
TCP Query Port: 51234
