as shown, green bar under device bounces but TS stays at 0, with TS muted, neither bar moves

And running as admin does not help either?
That is just really weird. And you hear other audio from other programs?

Running as administrator makes no difference and every other program works, even tried using my old 2.1 speaker system as I had thought my new 5.1 might have been causing the problem but that didn't make a difference either

Got it Fixed, went into the Sound card configuration settings and changed it from 5.1 to Stereo and it seems to have fixed the problem.I don't think the integrated sound card is designed to handle 5.1 even though it has the 3 ports required on the back of my PC. can anyone here recommend me a good hardware sound card?

As far as your last question, i don't know but i would recommend googling it. Just say What is a good 5.1 sound card and there will be lots that pop up. Then you can read reviews on it and make an informed decision.

I am having the same issue. Teamspeak worked fine and now it does not. I am sorry and can't pin down what may have caused it.
I have a Soundblaster Extreme Gamer card and have had no issues. Teamspeak does work when I change from 5.1 to 2.1.
I am also finding other issues..... When I clicked on a Youtube post on Facebook I did not get sound also.
I updated my Soundblaster drivers and it did not fix the issue.

do not use system restore, it causes an error message with ts3 , so wont work, only way i found to fix prob is to set sound card to stereo, then back after i`ve finished using ts3
