Can't see other people that are in different channel tree

Hi, I've set up my TS server in a Ubuntu Server 9.10 and I want to know can I make everyone visible.

    Examples:

I'm in the same sub-channel as Marcelo:
    http://i46.tinypic.com/25k4sxx.png(I can see him)

I'm in a different sub-channel of Marcelo, but in the same channel tree:
    http://i48.tinypic.com/jsyusg.png(I still can see him)

I'm in a different channel tree of Marcelo:
http://i50.tinypic.com/hvebyo.png(I can't see him now, but he's online and in the same channel as before)

Haha .. sorry, I just found out the solution.

I had to set the server as a Clan server and not a Public server.

You can close this, sorry about that.
