I created a Channel Group that I wanted to be able to:
- edit channel description
- move client
- kick client

In giving b_channel_modify_description then setting a users channel group as this new group they are unable to modify the channel.

So then I made the permissions that identical to the Channel Admin and I was still unable to edit the description yet was able to edit name, topic, codec.
