How to setup config file?
How can I setup a config file for the server and bind it to an IP and be able to run it and read from that file?

Don't do that.You should alter all IPs to your Network Interface Card’s IP
Author of this blog seems to be far from network technologies.
Especially, if you follow the advice above, you won't be able to
ALARMtest the connection with your TS3 Client, try connecting to “localhost” (127.0.0.1)
Don't, just don't do this, unless you absolutely sure WHAT THE HELL you are doing.allow the ports inbound, ports are as follows:
VoIP: 9987 (UDP)
ServerQuery: 10011 (TCP)
File Upload: 30033 (TCP)
If you simply want to speak with friends, opening 9987/udp is more than enough.

Which "this"? What specifically do you want, so that just runnning server is not enough for you?

the guide just tells him how to make the ini then read from it was easy to give him that then to explain. Read server_quickstart.txt

The guide should be killed immediately, it's flawed, useless and leading to potential security vulnerabilities.

I have a dedicated server... Theres currently 5 IP Addresses running through it at the moment and I would like to bind this TS3 server to a certain IP that I dedicated just to a certain community. I run all of their game/voice services off of one IP to make it easier for them.
So yes, I do know what I'm talking about.

Then follow documentation (yes, documentation, it's shipped with server), create ini file and edit it to your liking.
I adwise to remove lines with empty parameters, though, like license path, unless you want to fill them with something special.

Failure to launch TS3 server due to ?missing? WS2_32.dll, found one from Microsoft it and put it in WNNT dir?
I got Win 2000 Pro SvcPk 4, been 4 hours now trying to get this thing started, TS2 server was simple to set up, why is this so complicated? Other than that I think I got everything ready, cross my fingers, I realise once you get it going it should be a breeze, but to get it started is most user unfriendly.... I hope that will be rounded up in future versions.
update: Still get error: Entry point not found
Specifically: The procedure entry point getaddrinfo could not be located inthe dynamic link library WS2_32.dll Hummm, I got version 4.0.1372.1 Does this mean I have to install win NT server for this thing to work? TS2 working fine but I'm having problems with TS3,
