An Admin has to add you to a group with rights you need. There is no user / password system in TS3 so registering isn't necessary to log in to the server.

What if you preferred the 'username and password' thing? I don't want random guests appearing on my server..?

there is no more "username/password" combination for security.
TeamSpeak 3 run around a new permission system whit unique identity.
All rights registered on your identity will be saved in various servers, including bans.
If you don't want any anonymous user to enter in your server, you can always set a password in the virtual server.
If you don't want instead of any anonymous user to do any action on the server you can set the permissions how you like.
    Simply and powerful.

So if we cannot register a user, is there a way to password protect the server from random people joining but still allow regulars to connect. What I'd like to avoid is having to contact all the members when we have to change the server password. I'd like to be able to add them to a group which allows them to connect even if they no longer have the actual password.

    Thanks for your help.

Simple set b_virtualserver_join_ignore_password for allowed groups.
