On Windows XP: ROClientGame.exe
On Windows Vista / 7: ROClientGameEX.exe

There is no other main application, just a launcher / updater that start the right binary (but the launcher / updater quits after launching the main application, so that name does not help us).

Exactly how is this apps.ini used and what does it do?

It displays your running applications (or a subset of this, like you have choosen) in your Teamspeak client description.

Running Applications: Steam

You just have to enable the Application Scanner plugin.
