mission impossible with permission negate

Hello,

i don't understand something with permission negate

I have one client in two server groups

Server groups:

Server Admin have the permission:
Modify channel name value=0 skip=0 negate=1

Normal have the permission:
Modify channel name value=1 skip=0 negate=0

If i now understand the system the client where is in both groups can't change the channel name. Because the lower value is negate.

But i can change with this settings the channel name o.0

However, if I made the permissions on the groups so:

Server Admin have the permission:
Modify channel name value=1 skip=0 negate=0

Normal have the permission:
Modify channel name value=0 skip=0 negate=1

I can't change the channel name?

Why does it not work the other way?

Hi

My best guess is that the groups permission are read in ascending ID order, considering that they are in the same Tier. This is, considering that the SA group is 6 and Normal is 7.

But it still should work, because the Negate flag was supposed to grant "the lowest that is flagged with negate."

So maybe this is a bug, and the Negate flag is ignored somehow, within the same Tier.
