    open the the script within the teamspeak folder and make sure you give it writes to run as a program, run it as a program then.

    the client requires a window manager (like X server) to display it's user interface.

    You are not supposed to open it with a webbrowser... It's a telnet interface, use any telnet client (e.g. putty) to connect to the query interface if you have to.

    You don't really have to do it since you can configure your TS3 server by just using the TeamSpeak Client.

    as per my previous post...
    you use telnet clients (e.g. putty) to connect to the query port.
    You use the TeamSpeak client to connect to the voice port (e.g. 9987)

    That link you found is ancient and clearly talking about TS2 which is an entire different story.
    TeamSpeak 3 doesn't have a Webinterface, it has the query interface instead.

    because that is the query port and not a voice port...
    You need to connect to port 9987 if you want to connect to the voice server.

    It seems there isn't a server running in this ip-port. I can't connect either.

    The port appears once the client has connected but 9987 is the default port, then you can omit it.

    Ok, it seems there is a server in port 9987 but not accesible for the client.
    Be SURE that the 9987 is correctly portforwarded as UDP, only UDP, not TCP, UDP only.

    # Allow incoming UDP ports
    UDP_IN = 9987

    # Allow outgoing UDP ports
    # To allow outgoing traceroute add 33434:33523 to this list
    UDP_OUT = 9987

    ok?
