You're talking about a changing internet IP?
If you get a dynamic IP from your provider, then yes, it's normal!
Therefor you will always get a new IP, when you connect to the internet!

you can use tools like www.no-ip.com to create a dns, so you don't have to tell all of your friends when your ip changed, but only have to edit one entry on www.no-ip.com... they have a manual as well, so that could help you.
