Superadmin account unable to send text messages to other admins

when attempting to send a private text message to other server admins I receive the following error.

insufficient client permissions (failed on i_client_needed_private_textmessage_power (21426/0x53B2))

Server Version is 3.0.0-beta22 [Build: 10723]

we aren't using any client or channel specific permission sets. only server groups are used for our TS

Server admins group has the following client permissions set at the levels listed

Client Private message power: Value --> 100, Skip & Negate --> not checked, Grant --> 100
Needed Client Private Message Power: Value --> 100, Skip & Negate --> Not checked, Grant --> 100

anyone have any ideas?

So what do your "super admins" have set for these?

I'm really sorry but I don't understand your question... there is only 1 "superadmin" which is my account... all of the permissions for me as well as my server admins are the same level, at least to my knowledge they are.
