Server not working..

My IP is 79.176.42.105 .. by http://www.whatismyip.com/
i asked my friend if he can join 79.176.42.105:9987 and he said it "Failed to connect to server"
i opened port 9987,anyone knows what is the problem?

Are you positive you correctly forwarded your ports? Did you also do this in any software firewalls you may have?

yeah,i forwarded thru my routers setting page..
and i have no firewall programs,but i enabled TS3 in Windows FireWall..
