If you want to connect to a server over the internet then your friend needs to open ports. (9987 (UDP), 10011 (TCP) and 30033 (TCP).

You need to use the Public IP if you are not in the same network as the Server.

i'm having trouble myself... i've double checked internal IP, external IP, port forwarding, reset my computer three times, reset the internet connection twice, and i've been having friends attempt to connect after every fix attempt... but nothing seems to work and they just cant get in. i scanned my port on canyouseeme as someone else mentioned, but in my case as well it says it cannot see anything even trying to run through port 9987...

If you turned your PC off the Server will be off too.. so after turning your PC back on you will have to start the Server again before anyone can connect.

Check the Serverlogs to see whats wrong.
If you shutdown your System, it will close all running Applications including TS3 Server, when the Server is requested to close it will request all Clients to disconnect and wait a bit until Clients have disconnected, save all cached Data into the Database File before actually closing. If the System decides to forcefully terminate the TS3 Server, it may not finish to write the Database in time, which might lead to a corrupted Database. If the Database is corrupted the Server is unable to read / load it next time and will fail to start...
You might want to close the TS3 Server before you shutdown your PC, to give the Server time to properly write all data to disk.

Ok did what u told me to do by exiting TS3 and letting it save I waited 15minutes I then shut down my computer waited 5 minutes turned it all back on again and when I attempted to rejoin my server it said 'Failed to Join Server' asif the server has been removed!!!!!

Could this be a problem with port forwarding maybe?? Or just TS3 Itself.Last edited by DECLAN0007; 09-08-2012 at 13:36.

It looks like you are running the TS3 Server on your local PC, in which case you cannot use the public IP if you are in the same network as the server. As long as you properly forwarded the required Ports and allowed TS3 in any FIrewalls others outside your local network should be able to connect just fine using your Public IP. See here

Clients cannot connect [Help needed]
Ok im in need of some help.
Im going on a few hours of trying to fix the same error.
The error just so happens to be :Failed to connect to server.
Users are getting this error while trying to use the Dynamic DNS host or External IP. I can connect fine within my LAN network, but users outside of my home network cannot. Firewall has been set to allow connection for the teamspeak 3 server...
Any Ideas anyone?
Heres a few pictures:
