How do you make moderated channels like in teamspeak 2?

Hello
Right clic on the channel name and Edit channel
=> Change the "Needed talk power" parameter.

what talk power does it need to be at to make it to where server admins can only talk?

That depends on what talk power your server groups have. I will assume you have default values and SA's have a talk power of 75. If this is true you can set the needed power to 75 and only SAs will be able to talk
