[BUG]Setting permissions causes high packet loss and ping for all users

Hi,

I've just noticed that setting a permission's SKIP flag causes high ping and packet loss for all users. If I press the checkboxes repeatedly (2 checkboxes / sec) extreme lag and ping values can be achieved within 20-30 seconds. I tested it with full server (512 users). When I stopped setting the checkboxes, ping and packet loss values decreased. When I started again, our users started to flame the server.

How big is the group, you are changing?
You should know, every member of that group get's new permissions send by the server.

I set SA group (5 member) and the packet loss went up to 15-20% for all users. (normally its 0-0.3%) There is no problem below 300 users.

I can't reproduce that on our public server :-/

I took 6 Normal & 2 Meta Admins and opened their conenction info.
Then i added and removed and added the permission b_client_skip_channelgroup_permissions and/or just the value.
All members on server where moving up and down, but ping and packet stayed as before. (my ping was a bit higher as normal but thats all)

I have to wait for the evening. Only had 200 users here

I set SKIP flag for every permission from top to the bottom and back very fast.
