Whisper List cap

Hello, I have TS3 server from few weeks and i found some problem. I am using it to communicate between clanmembers in mmo game - we are 150+ ppl on TS. I need somekind of way to talk to everyone on the server aka global voice. I found option of whispers but i receive "too many whisper targets". Any idea how many "targets" it is ? Is there any other way to use "global voice" ?
