how i can delete or change one person his avatar?

Or how i can change his nick?

Simple, you can't

You can force the use to use a different nickname by banning the nickname he/she is using that you don't want there.

For the avatar you would have to edit the database, no way from the client. Be sure to remove that user's ability to re-upload one or it will likely be right back.

Changing other nicknames won't be added & possibility to delete an avatar from an user is planned after TS3 is in RC.
