It kind of works like this.
Actions on Teamspeak costs points ( Sent messages, channels joined, etc ). If your actions exceed a certain amount of points, then a predefined action will happen ( they will get kicked, banned, or warned ). Now there is also a way for clients to lose points. Points are lost per x amount of time. This is to ensure that good clients can remain good because eventually every client would get banned if there is no way for clients to lose points.
Simply,
Actions cost points.
If certain amount of points are reached, an action against the client is taken.
Per a given time, points are automatically reduced.

I haven't seen any documentation with regards of the points used on each actions, but if you really want to know, you can always set points appropriately on a server with SA privilege to find how you can get banned by anti-flood through trial and error.

I believe it was Peter who had posted in an old thread (now deleted due to a user spamming) the actual points assigned for some of the actions you can take. I personally did not alter the default settings and no one on my server has ever even been warned by the anti-flood system let alone kicked/banned by it.
Right now there is no documentation for this because the program is in beta. Devs have said documentation will come with the release of a non-beta version in the future.
