Whisper Priority
It would be excellent if we could make whispers a priority over other users. It's sometimes almost impossible to hear people whispering me when other people in the channel are talking. This is bad, because it seems like this should be the main use of whispers.

I agree, sometimes we are in a channel filled and someone whispers, it is impossible to hear the whisper, and even worse, sometimes two people whisper of different channels, and impossible to understand both at the same time, I think you should have a priority of the whisper, lowering the normal volume and increasing the whisper, in addition, if someone send me a whisper and then send someone else, I think there should be an error message indicating that the target is already recever whisper whisper of another person.

Not sure an Error is the best way to go (though it might be the easiest one).
In terms of usability it would be even better to just delay the whisper on Client side until the first one is complete.
So Client A whispers you, then Client B starts whispering you. The Client would now cache the whisper of Client B until Client A finished it's whisper at which time any cached whispers would be played.
It might be wise to add some sort of (generous) Limit to the amount of whispers that gets cached (hardcoded or as a client side option) as otherwise you could end up hearing whispers for a couple minutes if it gets really bad.

That really would be ideal, the problem may be on the side of those who send a whisper in some specific situations, it may be important to know whether or not the message was sent at the right time.
In a situation of late, she would not know that the message was delayed, and this may complicate the usability.
I would be perfect if the person sending the whisper whisper could know when a situation is sent in late.

Yeah probably a good thing too.
If Whisper History is enabled it should be noted in there I think and it also could be indicated in the Treeview. Instead of the little red dot maybe a small Exclamation mark or something along those lines.
Just not anything that would distract (so no Popups or anything)

In the problem I mentioned, that still does not, because usually you are using does wisper in full screen, especially in those situations.
When I mentioned about an alert, I have not mentioned the popup but an audible alert.
It may be identical to a sound message received when the target is wisper off, warning however that he is receiving wisper of another person.
Or rather, when we receive a wisper, it emits a sound effect, then it could be an effect to the sender.
When the client sends a whisper to a target that is already heard other whispers, there would be a delay, who is sending the wisper not hear any sound.
This means that the target is not yet listening to the whisper, and so began to hear a sound would be issued.
Anyway, are three problems:
Send a whisper to someone in a channel filled with conversations.
Sending whispers for those already receiving other whispers.
And the indication when the target receives the whisper. (in case of doing the delay)
