Which server version are you running ?
I have the same problem with the latest version (2.0.19.40), but not with the preceeding one.

Have a look on this message thread

Mine Will NOT work on Any of the versions

Really makes me mad.... But see if will wor on my LAN.. so if I connect to my servers local address everything works fine.....

And I have NAPT configured so that when any packet comes it through that router in that port, it will go to the servers local address... But it still wont work.. And this is really making me mad!

guys guys, calm down ! Your problem has "nothing" to do with a specific server version. NAT has nothing to do with TS !

You only need to make sure that your TS server is reachable through your NAT (the P in NAPT stands for Protocoll).
So the solution for this is called => port forwarding

if it doesn't works, I suggest

    1) the forwarding rule isn't set correct
    2) you use a firewall / packet filter which blocks connection

try to connect to your TS server through your LAN (use the LAN IP). Then test if people can connect through the WAN (use WAN IP). If not, why not test with a port scanner if your port is really open ?
