Exclamation Recently we bought a ts3 and...

Recently we bought a ts3 and had a guy set it up for us. He told us that

"When asigning Server groups you must be carefull of the
powers. Having 2 High powered Server groups such as Server
admin and Leader for example could get permission errors and
permission conflicts between the 2 server groups. In a Rare
case these conflicts could possible bring down a server which
will then need to be reset and rebuilt from new state"

is this actually true? and how common is it?

    Hello

I never see that, strange statement.
To understand the permission system, read the documentation : http://www.teamspeak.com/?page=literature

You don't get conflicts. Sure when 1 group is telling that a permission is negated or skipped, it will chosoe this permision first, but this is a wanted behavior.
