1. Can you clarify for us what exactly you mean by global permissions? (Server groups? channel groups? .....)
2. What permissions you want to set?
3. Is it rented server?
3a. Do you host the server?
4. Are you Serveradmin or higher?
5. Server version ?

Settings > Options > Application > Misc > checkbox ..."Advanced permision system"
