Players Getting Kicked For Complaints

I have a quick question. In the last few days, several people have been coming into our TeamSpeak 3 server and making "complaints" about users, which results in those users getting banned by the server for 20min (the complainers leave before we can ban them). I am wondering how to disable the entire Complaint system (we don't need anyone getting kicked for "Complaints"; admins can handle that), or at least remove all Complaint power for Guests (I already edited the client permissions and removed all of the Complaint ones for Guests, but they still can do it..maybe I did it incorrectly). Does anyone know how I can do this? Thanks for the help.

you can not complain, that users get kicked for complains, but want to use it

1. Makre sure server 3.0.6.1 is running.
2. Go into the server settings and setup the number of complaints and the ban time for them.
3. Go into your group settings and setup the complain power mentioned in post #2
