insufficient permission modify power As Server Admin

I have the only server admin group, and when I try to change my server groups and edit the permissions It says <14:19:01> insufficient permission modify power.
Can Somebody help me as to how and why I can fix it?

Also, make sure that the i_group_modify_power is heigher or equal than i_group_needed_modify_power.
