Lagging without any reason

Hello,

I'm hosting a Teamspeak3 server on a VPS.
Preferences of the VPS:
OS : Centos 5.5 final
Bandwidth Up/Down [Mbit] 50/50
Memory [Mb] 512
CPU [MHz] 3000
The CPU usage is low, memory too and bandwidth is too.
The server located in BIX (Budapest Internet Exchange) so its not the internet connections fault.
No other processes running, which could make the ts3 lagging.
Could you help me what could be the problem?

The lagging only takes 3-5 mins, but its a bit annoying.

VPS server share the same hardware for more the n1 virtual server and maybe another customer does use a script and this slows down the machine.
does it happen nearly the same time and day?

Well, Im not sure about it, but as I know it always happens about 21:00-21:30.

The VPS service admin is my friend and we migrated my VPS to another physical server yesterday night. The new machine is better than the last, and it only has 3 VPS's with me.

I will contact you when this lagging will happesn again in this server.

By the way the total usage of the server, no the VPS, is low so no script or anything else run in that time.

But as we discussed with the server owner, it could be an ISP problem, because not all the ppl lagging in the server.
