Having Odd Problem with NP Liscense

We have received an Non-Profit TS3 Server License. We can start up our TS3 perfectly fine without the liscensekey.dat placed in root. But as soon as we place our .dat file in the root folder and start via screen we seem to get stuck at "Pruning 90 days" and it just sits there and never moves... If i ctrl+c i can cancel it then start it up again thats when i will then receive an error regarding update1.sql. Any ideas what could cause this odd issues concerning our license key?
