Hmm you don't need a plugin for that, do you? You can see all 'ghost' clients, both query (if you enable show query clients in the TS Client) and normal clients.

Settings > Options > Application > ... Show ServerQuery clients

That don't seem to work. Just trying to make it look like we have more people in Team Speak when we really don't...

Then you have to connect clients to your server.
You can only show clients, that are connected, there are no ghost-clients in TS3.
