Teamspeak server side IRC?

i don't know if topic is worded right..
but i am wondering if it is possible to do this
to have a TS3 server running and have a client so to speak via IRC connected directly to the chat granting that person on IRC to communicate via IRC [no voice]
this would be for someone who is able to get onto IRC but not TS3 client it self..

um.. basically i guess i am asking if there is a plugin or something that allows IRC clients to connect to an TS3 server in which allows one to chat with the people of the server

if not is there an way to remotely control TS3 client via telnet or putty or other interface that would allow you to communicate with people on a TS3 server with out the need of installing TS.
the reason i am asking/wanting this is A LOT of companies are limiting bandwidth now more so on the phones. and yes TS3 on my android works fine in WIFI areas. but is not at all practical when i am out of reach of a WIFI hotspot.. or if i am on my laptop TS3 cannot run on my laptop but IRC works. etc... being able to do such things would be a great help rather it be server side modification or client side via remote.


simplest way to explain is TS3 has a chat system. i want to be able to access TS3's chat system externally not with in TS3 which i would prefer IRC ..
a means to do this remotely..
