The problem of dynamic IP addresses

Hi,
I have got a problem with software as know as a teamspeak 3 and it is about banning the dynamic IP address. I would like to ask you for taking your time to read my email and after answer it.
I am running a public server for my friends and for people who would like to be placed in this Czech teamspeak 3 server (which isn’t to many in the Czech Republic).We have many users who has been using these dynamic IP address in this server. This wouldn’t be the problem but we have small groups of teenagers/users who has been using this server for bad purpose like spanning and with this problem these users are breaking the Czech Republic law. When I’m banning these clients, they are going to straight away to restart their own routers and after they move to the next IP address. They make a new token and they are back and they misuse our server again. This problem has been going on and on and this isn’t fair for the users who doesn’t know how to restart their own router and after this they are ending up in ban, which has been unfairly give to them. On your website I have been reading your a piece of advices how to protect the server in your server. After reading I felt that some of them are very harsh and I am sure that our server could lost many Czech users.

I would like to ask you if it’s possible to improve the next update in the ban system namely through focusing on graphic card and hard disk. In practice could work like this - A user who got ban. Would have banned the dynamic IP address and token but also the serial number of the graphic card and hard disk. I think this could solved the problem with dynamic IP address which incidentally owns 60% of Czech population and it could be good protection from the users who wants to use this server for bad purpose and it can avoid banning of other users who didn’t violet. There is very small possibility 1:100.000. that somebody will have the same series number of the graphic card and hard disk like other users.
Please can you think about my alternative how to solve this problem because there is many bad users who are using this server for bad things and number of this users is getting day after day higher.

We already discussed about such feature, but it was rejected during the state of alpha.
We won't ban hardware and we also would need a way to ban Windows, Linux (all distributions) and Mac OS.
