Server side or mod to record channel chat/voice

I want to be able to record voice and chat on my server that I host, I will be posting a statment that all channel may be reocrded so people will know. I do not want a client in every channel recording all the time, just when someone talks, and I do not want the recording (thing) to be visable to everyone on the server, they know it there, just not when it is in use

If anyone knows how to do this, please post here or PM me.

For all you poeple out that will post something like this "do not do this" "can not be done" "this is not teamspy" "or anything that does not help this" please do not post, i know what i am doing, and the law that apply to recording someone on the internet.

Hello

We write "this is not spyspeak" for 2 reasons.
1 - It's bad
2 - This is technically inpossible with TS3.
