Error failed to connect
Well, apparently I'm doing something wrong. I'm trying to connect to my teamspeak 3 server through my external ip address. I have port-forwarded like I'm supposed to, and the stuff with the firewall. Also, I don't know how to change the ip address to the DNS thing. Thanks.

Hello
On all routers (almost) you can't use your EXTERNAL IP to return on your local network (behind the router).
Can you connect with the local IP (127.0.0.1 or e.g. 192.168.x.x) ?

I think the problem is portforawding on my router. When I go to canyouseeme.com and I type in the ports, it says connection timed out. Yes I can connect through that. I'm wanting to know how to make the Ip thing into the tsdns thing.

Your IP is dynamic or static ?

This isn't a problem anymore, thanks. The only problem I have is I got a NPL license and I put it in the root of my folder. When I started the server again, I tried to change the clients to 128, but it said maximum slot limit reached. Also, the ts3_setting.ini file. That is what I need.

Ok so the first problem is solved.
About the NPL, check in the server log if the license file is read.
If not, open this file, do you see your information and key or just a big key ?
About the ts3server.ini file, you have all information in the documentation (doc folder, in the server folder)

Ok so
Point 1 the connection.
Please make a screen shot of the forward rule (from your router).
Point 2 the license.
Just to be sure, you have added the license in the server folder and if you check the file there is just licensekey.dat (not licensekey.dat.dat) ?

Well, do you mean by the portforward?
And it is in the root of my folder..But for some reason, it's a dat.txt file.

Yes portforward.
So remove the ".txt" at the end of the name file.
