Do you rent the server or host yourself?
If renting you have to contact your hoster that he changes the value, if you host self, use serverquery to set it back.

Did you try a telnet on server ip port 10011 there you might find what you search!
In your case the command would be "telnet 62.104.20.64 10011"... i've tried it, server query answers the telnet.

This is not what Barungar want means.
In fact you have ask to the owner of this server to change the security level by the query command (connected directly on the query port 10011 - not the client)
Code:login serveradmin <password> use <serverID> ("or" use port=<virtual server port>) serveredit virtualserver_needed_identity_security_level=8

You cannot do that yourself, since you are only a Server Admin. You will have to have the server owner do that, since only he has the serveradmin account credentials.
What he needs to use is telnet. telnet is a program supplied with Windows, however, it must be activated first when running Windows 7 (you can find a how-to with Google, I'm sure).
Press Windows+R and enter what Barungar said. A black box will appear saying TS3 and some basic stuff. After that, do what florian said.
There are also tools to do server query stuff using a graphical user interface, but I can only guarantee for my one (called YaTQA) that it can actually change the security level, since I made it because I was not able to run the others.
