perm ban max time permission

I am Server Admin of my TS3, and I cannot perm ban, I have to type in a duration, however I know I'm meant to edit the permission i_client_ban_max_bantime to -1 but at the moment the value is set to 9999 and it will not let me edit the permission to anything else even though im a server admin?

When I try to edit any of the permission it just flashes and goes back to normal and it says "Skip flag enabled for group" not sure if this has anything to do with the permission though.

need help asap please.

It's a rented server or you are the owner ?
