Solution of the ban
When I ban in one of the people, they exchange names(id) and ip and back again to disrupt
The teamspeak could make one of these options:
Place a maximum number of identities (id)
User determines when a ban takes on an identity (id) it takes in all the identities (id)

An identity has a unique key and every new idenity does use another unique key.
This is no real soloution to get rid of such annyoing users.---------------------------------------------------------

Problem would be, that the server doesnt know which identities are from which person.
Increase the security level, restrict guest group or create a prison (search for threads) are better solutions.

I thought the idea of teamspeak 3 was security and improvements that TS2 lacked... Why not add something that prevents such abuse. Half of the people that use teamspeak don't know what security level means and would give up rather than wait long periods of time for it to be increased.
I've witnessed a dedicated trolls rank up security levels on hundreds of identities. This stuff is achieved with scripts. I've suggested some IP filter prevention or whatever. That idea was immediately shot down because some staff said it was "no" in earlier stages of beta.
Before you know it, there will be hacks for teamspeak 3 just like teamspeak 2 because the lack of good flood prevention system. I'm trying out the beta now. I don't like the new anti-spam system. It's better than before but needs improvement.\
Major overhaul time!

this is our worse nightmare as we run a free public teamspeak for Iraqi users
and in Iraq IP change takes less than 1 sec with 2 clicks the hole country share the same IP range randomly
simply the ban function is 100% useless
please do something for the ID system limit it to 10 or something or add some unique non-changeable thingy that is there in every new ID generated by client / PC / hardware so its there in every new ID

In your case the only feasible solution is, as Alcazar said, to lock down the guest group and approve all new members. It's a pain but with a good admin team it should be workable.

i removed the poke and whisper from guests (the most annoying features) that is all i can do since its free public server
but still its annoying when troublemakers know for sure that you cant do shit about it and there is no way you can ban them for good
why not do something like the ID have 2 parts like "xxxxxx-zzzzzzzzzzzzzzzzzzzzzz"
where "zzzzzzzzzzz" is the normal ID
and "xxxxxx" is maybe hashed/encrypted network mac address or sound card serial number or some hardware unique code from motherboard or CPU
and for the privacy it can be only visible for admins ?

It is as it is. Limiting them to 10 UIDs per client would not slow them.. ever use a virtual machine with undo disk enabled? The idea of 10 UID is not restricting them at all.
Options are increase the Security, let the users know a couple days in advance and provide a guide on doing it. So they can kick off the update before getting a notice that they can't connect without updating it. If you make the Security Level take 1-2 hours that will deter nearly anyone annoying users, even 30 minutes to update will deter most. If this person is indeed harassing the users I think they would not mind a one time delay or a extra step in advance to keep that user away longer or for go if it improves their time on the server later.

okey so one at a time:
I would recommend using security level, true it annoys regular users a bit. Doesn't rly slow down users that are annoying multiple servers...
For cases where BAN's as ahmed situation indicates are not possible and even complains system is unusable in this case, then as someone else proposed, lockdown for a server is a good bet.
Sure for a server that is meant to be public that might sound troublesome, but believe it or not, I think that even a server that is set in 3/4locked can be called a public. For that lets rather meet.
Aside that there is only few overkill (using 3rd party tools) options.
EDIT:

30min+ security level is good but not on 250 user server with new/random users join every day or when some regular invites a friend he just met in a game to play together etc.. etc.. making them wait that much is not an option :/
i really wish you do .. you just do that and Teamspeak is perfect !!we will add something in the upcoming months which will help alot to solve this whole issue.
