Disable Poke user side
how do you disable pokes by the user side (no server admin)
just dont recive pokes at all
addons or editing any settings?

You can try:
Tools->Contacts->Set Defaults --> Check Ignore Pokes for all 3 -> OK.
Not sure if it will block Pokes entirely since its just the Contact List Settings but Neutral should in theory be everyone you haven't blocked nor friended.

Set i_client_poke_power to -1 for the offending group.

as pillbox said or just ask server admin to set "client permissions" for you/yourID only with "i_client_needed_poke_power" with some high value
