    From here: http://addons.teamspeak.com/no-package-installer.html

How do i install a skin that has no package installer?
    Close your TeamSpeak 3 Client.
Download the skin of your choice.
Extract its contents to a temporary directory
    (e.g your Desktop).
Now you should see 3 sub-folders in that newly created temporary folder. One called styles (this is where the skin graphics are), one called gfx (this folder contains icons if the skinhas any) and sounds (this folder contains sounds if the skin has any).
Go to your temporary directory and copy every folder and its sub-folders into the respective directory in your TeamSpeak 3 Client installation directory
    (e.g. C:\Program Files\TeamSpeak 3 Client\plugins).
    Start your TeamSpeak 3 Client.
Goto Settings -> Options -> Design and set your skin.
Some skins require a different OS style like Plastique. Check your skins description to set the appropiate style.
    Your skin should work now.
If you're not sure which software to use this one is pretty good: www.win-rar.com
