MY own ts3 server

Hi im thinking about create my ts3 server but i have many questions,

i want rent a host service(domain), for example www.example.com.ve

if i do that can i make my ts3 server from there? and how?

In order to host the Teamspeak Server yourself you would need a VPS on which you would just install TS3.
A domain itself is not enough, you need space to store the server files on and would also need to be allowed shell access to start and control the server.
The easiest way (apart from running it on your home system, which has certain disadvantages) is to get a VPS.
