[SUGGESTION] Channel commander

I think that users are not allowed to be Channel_Commander, shouldn't be allowed whisper to the group "Channel Commander".

Or saying it any other way, only the group members, should be able to whisper among themselves.

do the following set up and you'd have everything you wanted.

1. Create a server group called "Channel Commanders"
2. Set all other groups are not allowed to set channel commanders (b_client_use_channel_commander = false)
3. Set server group "Channel Commanders" with "i_client_whisper_power" and "i_client_needed_whisper_power" to any values higher than 0 (both must match)
4. Add all the users that are ALLOWED to use channel commanders into that group

Done.

Concept:
1. Disabling "b_client_use_channel_commander" for everyone means that they cannot set channel commanders, and the only one that can set channel commanders are the ones with that group assigned.
2. Setting up a "i_client_needed_whisper_power" prevents a default group (which should have "i_client_whisper_power" = 0) not able to anyone who bears channel commanders.

I already try this solution, and is not satisfactory, because it causes other problems.
While users in the group "Channel Commander" have this option enabled, everything works fine.
But when these same users are no longer "Channel Commander", no one of the other groups can whisper to them, because the high value of i_client_needed_whisper_power
