If you want your server completely open, you can't do what you ask, because the user can change the name, IP, ID, ...
have you any idea how to do it?
TS3 gives you tools to do what you want, but you need to use them.

Thing is there is no such thing as "Permanent Bans" on the Internet...
If I get banned from Forum xyz forever, I can be back within 5 minutes.
If I get banned from Gameserver xyz forever I can be back within as short as 5 minutes or as long as a couple days (<5 days).
All and every Ban System there is in the world just keeps honest people honest, but doesn't really prevent those who are desperate enough to return. It's just how things are, nothing can be done about that.
Even in Real Life if I get "banned" from a certain Place forever, I can return without too much of a hassle without them knowing / realizing.

People keep changing their IP and UID. Prevent?
Good day.
I have just got a problem with some people who came on our teamspeak to harass people on it. I banned them and they just change their identity and use a proxy to change their IP.
Is there any way to prevent these from coming? Cause its pretty annoying both to have them spam join the teamspeak to harass people and to have a 200 bans long banlist.
Hope you can help me solve this issue.

Either set a server password or restrict the default group (usual Guest).

you can also raise the security Level to around 25 - 30 at most. Keep in mind that everyone who has no sufficient Level will have to wait an extended amount of time the next time they try to connect before connection is allowed.

Didn't see this thread my thread got moved too, thanks alot! Got a couple of solutions here.
Tho I have a question for one of them, Tomas, you're talking about preventing the guest user from talking, joining and such.
In my case I just need the guest user to be prevented from joining channels, which permission should be changed for that?
The thing is, in the last few days a group of kids find it funny to keep joining our teamspeak server and harass our members, and since our community is growing fast we'll have a lot of members logging on for the first time every day. We have moderators on our teamspeak who are able to add those new members to member-rank. Our default channel are muted so they wont get anything out of being there, just if they couldn't poke, chat, whisp and join, that would be awesome.
Might be my slack not searching the forum for this, but can you tell me which permissions I need to set to prevent poke, chat, whisp and join for guest users? And what it must be set

Joining Channels? Just assign b_client_is_sticky to the Guest Server Group
No Poke? set i_client_poke_power to -10
No Chat? remove b_client_channel_textmessage_send, b_client_server_textmessage_send, b_client_offline_textmessage_send and set i_client_private_textmessage_power to - 10
No Whisper? set i_client_whisper_power to -10

I know this thread is considered closed, just a minor detail I verified these days. It is related to one of proposed solutions above.
If you set required security level to higher number than default, mobile phone teamspeak3 users can not connect since they can not increase their identity level, nor import identity with higher level.

Not true, at least the Android Client can do the latter just fine (and that ought to mean something considering the lack of most (even basic) features in the android version). Back when the Android Client was first released I imported my ID and I can connect just fine to my server running with a security level of 22. Not sure what my Identity had back then but it obviously was at least 22.

I think iOS is the one with problems. That's referencing from another thread. I don't actually use the iOS app.

Banning someone so he can never log in
I banned a user for being abusive towards others. Now all he does is changes his Ip using a ip forwarding software and logs back in. i keep banning hi but he's back using an IP of a different country. is it possible to ban some one so he can't log in using that computer? because it is getting annoying..
