TS3 stuttering and game lag (Raven Shield)

I'm having some trouble running TS3 and Rainbow Six: Raven Shield together. Most of the time, I can barely understand anyone on TS because their message either comes through so slowly or it misses out most of the words (like a stuttering sound). In addition, the game lags really badly making it unplayable.

I have a Dell Inspiron 620 with 2GB of RAM using Windows 7. Both programs take up about 30% of the system and there are no problems running them individually or with any other program. I'm also using a router (SAGEM), which is always switched on, for the Internet and has a fair/good connection depending on the day.

Pay attention to CPU and RAM Load when the issue is happening...
If everything seems "ok" then it's most likely your Internet Capacity is too low to support the Game and TS3 at the same time.

The usage remains around 30% during play with both programs running. How do I increase my Internet capacity? Are there any settings I can adjust (on the computer, TS or Raven Shiel) so there is less of a conflict?
