I assume server & client are on the same PC, is that correct?
What IP address are you using?
    What does the error say?

Ok, if server and client are in the same computer better use localhost instead of the ip.

The ip you are using is your public IP and not always the public IP works inside the local network. That means:

    a) Server & client in the same computer: localhost (as is, instead of any ip)

    b) Server & client in different computers but in the same lan: the local ip of the server, for example 192.168.x.y

    c) Server & client in different computers and lan: the public ip (or address name, for example 'my.ts3.com') of the server

localhost is in every computer and it is loop back that only works on that computer.
So to your friends you should send your IP. But you should use either localhost or LAN ip as PotaPavla points out.

And if the IP in your above post is correct, I couldn't connect, so check your configuration on port-forwarding, firewalls etc.
